RE:  UNDER 10 KUALA LUMPUR  GRASSROOT LEAGUE 2013
The Organizing Committee of the Under 10 Kuala Lumpur Grassroots League would like to extend our invitation to your esteemed Club / Academy to participate in the 2013 Under 10 League to be held from February  to April 2013 The league  fully sanctioned by the Kuala Lumpur Football Association (KLFA).

The League will cater to 14 teams only, and participation will be on a first come-first serve basis but subject to final vetting and approval of the Organizing committee (the committee has the right to refuse any application from clubs/academies for participation in the League based on its set criteria).  The closing date for entries is 15 January 2013

The 14 participating teams will be divided into 2 groups (A & B) with 7 teams per group (League system). Each team will play 6 games in respective group. The Top 2 team in each group will qualify to play in Semi-final.

All matches will be played on the weekend  (Saturday) from 10.00am to 11.0am. Each team will be playing 2 matches per day. 

Attached are the League Rules & Regulations and Entry Form and we would appreciate that you e-mail the duly completed Entry Form to: youth_football2020@yahoo.com. We will subsequently forward you the confirmation of your entry and all other materials regarding the League.

RULES OF THE TOURNAMENT

REGISTRATION OF PLAYERS
  • Each team in the league tournament is allowed to register a maximum of 16 players only stated. Above with exception given to female players, who maybe two years older.
  • Under 10 – Players must be born after 1st  January 2003 All participating teams are required to settle their Participation Fees before the Team Managers Meeting while the TeamRegistration Form, Player’s Individual Registration Form (complete with 2 current passport size photograph) and Insurance Disclaimer and Indemnity Form are to submitted to the tournament organizers during the Team Managers Meeting
  • To avoid any controversies and/or bad sportsmanship, the players’ individual registration forms must be verified and certified by their respective school headmaster and/ or th sports master in-charge (signed and with school stamp). A copy of the Identi Card/Passport must be attached).
  • A player is strictly prohibited from representing more than ONE (01) team or club.
  • Any club that violates the above registration of players rules shall disqualified from the tournament. All matches featuring the ineligible / players will be awarded opponents with a score of 2 - 0.
DURATION OF PLAY
  • Under 10 - 15 minutes 1st half (5 minutes rest) 15 minutes 2nd half.
NUMBER OF PLAYERS
  • Minimum number of players to start each half shall be 6 failing which a walkover shall be awarded to the opponent with a score 3 – 0.
SUBSTITUTES
  • Substituted players shall be allowed to re /enter in the same match (Rolling Substituted),
TIME ALLOWANCE
  • A maximum of 5 minutes allowance shall allowed after the starting by the referee failing which a walkover shall be awarded to the opponent with 3 goals and full point.
MATCH
  • The technical committees reserve the right to change the time of the match without prior notice.
JERSEYS
  • Each team should have 2 sets of jerseys.
YELLOW CARD
  • A player receiving a total of 3 yellow Cards shall be banned from next match.
RED CARD
  • A player receiving a Red Card shall be banned from the next match.
DECISIONS
  • Referees decision is final.
INDISCIPLINE
  • A player involved in fighting, abusing of match / tournament officials and or damaging of Club’s property shall be banned from the tournament and the Club’s premises.
RULES NOT STATED
  • Standard FAM & FIFA rules shall apply, failing which the decision of the technical committee shall be final.
ACT OF GOD
  • If the field becomes unsuitable for play due heavy rain or for any other reasons, the technical committee reserves the right to decide on the event or change the format of the tournament.
PROTEST
  • In event of a protest, it must be in written and accompanied by a cash deposit of RM300.00. The protest should be submitted to the Chairman of the Committee not later than 10 minutes after the said match had ended. The deposit will be forfeited if the protest is dismissed by technical committee, whose secession shall be final.
CLUB RULES
  • YFA-BINTANG MUDA – Rules apply.
POINTS SYSTEM (LEAGUE)
  • Win – 3 points , Draw – 1 point & loss – 0 point
In the event of 2 or more teams have an equal number of points at the end  of the 1st  round, the following rules shall apply in sequence as follows:-

  1. Goal Difference – the team with the better goal difference will qualify.
  1. Goal For – the team with the better goal for will qualify.
  1. Goal Against – the team with the least goals foe will qualify.
  1. Head to Head result – the winner of the head to head meeting will qualify.
  1. Penalty kicks – each team to take 3 penalty kicks (to 10 Players)
  1. Sudden death penalty kicks – in the event that after 3 penalty kicks the result is still draw, sudden death penalties will be taken until a winner us decided.
